The OlyCAP Board of Directors meets the 2nd Wednesday of every month, except for the months of July and either November or December.

Maj-Britt Peacock - Secretary
Maj-Britt Peacock (pronounced MYbritt) has served on the OlyCAP board since 1999, after serving three years on the HeadStart Policy Council. It has been wonderful to watch all the good that has been accomplished in our two counties, Clallam and Jefferson, and being a part of helping the vulnerable population is the best! She moved here in 1975, waitressing until 1989. Now she is the owner of Beachcomber Café at Fort Flagler (the concession at the state park on Marrowstone) since 2004. She loves this area and community, and serving it by being on the OlyCAP board.
Bill James - Treasurer
Bill James retired after eighteen years in field sales at Anheuser-Busch, Inc. His positions included District Manager, Division Administrator, Manager of Price Systems, and Business Development Manager. Following his MS degree at Colorado State university he started and was owner /manager of four small businesses in Steamboat Springs, CO, where he lived for sixteen years. Bill’s final position there was General Manager and part owner of a wholesale beverage distributor. He served on the Steamboat Springs School Board and City of Steamboat Springs Transportation Committee, of which he was a chair. He is past president of the Port Townsend Rotary and serves on the boards of Olympic Community Action Programs, Fort Worden PDA, and ECHHO. He is also a past board member of EDC Team Jefferson and Rotary.
Mark Ozias - Member
After working closely with OlyCAP’s Senior Nutrition and food distribution programs while serving as Executive Director of the Sequim Food Bank, Mark joined the OlyCAP Board of Directors in 2016 upon being elected to the position of County Commissioner. This commitment underscores the wide range of vital programming and services provided throughout the county by OlyCAP, especially in the arenas of housing and homelessness. Mark serves in a leadership capacity on a wide variety of Boards and Commissions ranging from the Olympic View Community Foundation, to the Sequim Food Bank, to the Olympic Coast National Marine Sanctuary Foundation. When not in a meeting, Mark can often be found walking his dogs along the Olympic Discovery Trail, riding his bike up a hill or traveling with his wife Lisa.

Lilly Kaide - Member
Lilly Kaide is a criminal defense attorney practicing law with the Jefferson Associated Counsel -- a nonprofit public defense firm providing representation for indigent defendants in Jefferson County Court. Her legal practice and experience representing unemployed workers in unemployment law bring a unique perspective and set of assets to the OlyCAP Board of Directors. Lilly has a special interest in housing issues.
Motivators: Lilly is confident that the best means of solving our community’s problems, whether that be lack of low-income housing or extra support to educate our children, is to actively work towards a solution together. She is driven to serve by the belief that we cannot stand outside and critique other’s methods of solving a particular issue without generating solutions ourselves.
Amy Howard - Member
Amy Howard is a current member of the Port Townsend City Council, and the owner of the Community Redistribution Center. Amy brings twenty years of experience with nonprofit organizations, connection to local government and experience with budgeting and best practice policy to the OlyCAP board. Her areas of special interest include housing, budgeting and equity. Amy has experience working on the staff of nonprofit agencies and has served on the governing boards of The Boiler Room, Port Townsend Main Street, and the Port Townsend Rotary.
